420,000-Barrel Storage Tank Major Maintenance

Another coordination problem — and how I solved it.

01 · Objective

Restore the integrity of a 420,000-bbl strategic asset — without stopping the terminal.

Major maintenance and mechanical integrity restoration of a 420,000-barrel storage tank at Coveñas, one of Colombia's most important oil maritime terminals.

02 · How it started

A strategic storage asset, returned to service safely.

Trigger

Storage asset inside Ecopetrol's pumping system flagged for integrity intervention.

Constraint

Terminal continuity could not be compromised during the works.

Approach

Plan ITPs, WPSs, NDT and contractor coordination upfront.

Goal

Return-to-service under API 653 with full traceability.

03 · Scope & deliverables

From welding procedures to a closed-out dossier.

04 · Team & my role

QA/QC coordination at the center of every discipline.

Led welding procedure qualification (WPS), NDT supervision, contractor coordination, field inspections, technical reporting and stakeholder communication with the client and inspection teams.

05 · Process

From plan to release.

  1. 01

Build Quality Plans and Inspection & Test Plans (ITPs) with full documentation traceability.

  2. 02

Qualify welding procedures (WPS / PQR) under technical specifications with the contractor and inspection bodies.

  3. 03

Coordinate and execute non-destructive testing — VT, PT, MFL — across welds and plates.

  4. 04

Run field inspections, raise non-conformities and drive corrective actions in real time.

  5. 05

Close out the inspection dossier and support return-to-service under API standards.

06 · Decision-making

Catch deviations early. Protect both schedule and quality.

Signal

Tracked performance and inspection results to surface deviations before they grew.

Action

Drove targeted corrective actions in coordination with contractor and client.

Trade-off

Prioritized traceability and standard compliance over short-term schedule shortcuts.

Outcome

Schedule held while integrity criteria were met without compromise.

07 · Results & impact

A strategic asset, safely back in the pumping system.
